William R. Howard
William R. Howard was a judge in the Minnesota Fourth Judicial District for Hennepin County, Minnesota. He was appointed to the bench in 1990 and was elected to full terms in 1992, 1998 and 2004. He retired and assumed senior status on November 15, 2013. His senior term expired on June 30, 2017.[1]
Education
Howard received his B.A. and J.D. from the University of Minnesota in 1969 and 1971, respectively.[1]
