Ballot title
The ballot title for Question 1 was as follows:
“ | Shall Chapter 556 of the laws of 1919 entitled, 'An act to suspend the operation of chapter 66 of the statutes of 1917 entitled Excise and the sale of intoxicating liquors and to create section 1569-1 to 1569-22, inclusive of the statutes, relating to intoxicating liquors, to provide for the enforcement of Article 18 of the Constitution of the United States, providing penalties, making an appropriation and defining intoxicating liquor be continued of force and effect? | ” |
Path to the ballot
A simple majority vote is required during one legislative session for the Wisconsin State Legislature to place an advisory question on the ballot. That amounts to a minimum of 50 votes in the Wisconsin State Assembly and 17 votes in the Wisconsin State Senate, assuming no vacancies. Advisory questions do not require the governor's signature to be referred to the ballot.
