Five statewide ballot questions were certified for the November 5, 2013 ballot in the state of Maine. All five were approved by voters.

The petition drive deadline for proposed ballot initiatives was January 24, 2013. According to the Maine Secretary of State's office, when contacted by Ballotpedia, no initiatives filed petitions by the deadline. A total of three initiatives were in circulation.

Its statutory adjournment date was June 19, 2013, however the session was actually adjourned on July 10, 2013.[1] One special legislative session was held on Thursday, August 29, 2013. During this special session, the legislature approved all five of the bond issues for the 2013 ballot.[2] On August 30, 2013, Secretary of State Matthew Dunlap and Attorney General Janet Mills determined the order of the bond questions for the November 2013 ballot by selecting the measures at random.[3]

The three listed indirect initiated state statutes did not make the ballot because they all failed to turn in the necessary signatures by January 24, 2013.
