Five statewide ballot questions were certified for the November 5, 2013 ballot in the state of Maine. All five were approved by voters.

• All five measures were legislatively referred state statutes that addressed bond issues.
• Constituents voted on a total of $149,500,000 in bond dollars.

The petition drive deadline for proposed ballot initiatives was January 24, 2013. According to the Maine Secretary of State's office, when contacted by Ballotpedia, no initiatives filed petitions by the deadline. A total of three initiatives were in circulation.

Maine's state legislative session began December 5, 2012. Its statutory adjournment date was June 19, 2013, however the session was actually adjourned on July 10, 2013. One special legislative session was held on Thursday, August 29, 2013. During this special session, the legislature approved all five of the bond issues for the 2013 ballot. On August 30, 2013, Secretary of State Matthew Dunlap and Attorney General Janet Mills determined the order of the bond questions for the November 2013 ballot by selecting the measures at random.

Constituents voted on a total of $149,500,000 in bond dollars. The following is a comparative table of all five bond measures:

Historical facts

• Since 1995, an average 6 state questions have appeared on the ballot. Therefore, 2013 was a slightly below average year.
• Since 1995, 54 of 108 or 50% of Maine ballot measures regarded bond issues.
• Mainers have approved 52 of 54 or 96.3% of the bond questions on the ballot since 1995. In 2012, they approved 3 of 4 or 75%.
• Conversely, 2 of 54 or 3.7% of statewide bond questions have been defeated since 1995.
• Voters have only disapproved of two ballot measures since 1995: Question 2 of 2012 and Question 6 of 2005. Both bond measures concerned public higher education.

Not on the ballot

The three listed indirect initiated state statutes did not make the ballot because they all failed to turn in the necessary signatures by January 24, 2013. The legislatively referred state statute proposal listed below did not make the ballot because it failed to pass in the Maine House of Representatives by four votes.
