Mindy Marsden was a candidate for an at-large seat on the Washington County Board of Education in Maryland. She lost in the primary election on June 24, 2014.

The June 24, 2014, primary ballot included incumbents Jacqueline Fischer and Karen J. Harshman as well as challengers Mike Guessford, Henry House, Mindy Marsden, Ryan Richard Miner, Peter E. Perini Sr. and Stan Stouffer. All of the primary candidates except House and Marsden faced off in the general election on November 4, 2014.

Funding

Marsden reported $2,250.00 in contributions and $957.90 in expenditures to the Maryland State Board of Elections, which left her campaign with $1,292.10.[1]

Endorsements

Marsden was endorsed by the Washington County Teachers Association ahead of the primary.[2]

Campaign themes

Marsden explained her themes for the 2014 campaign in an interview with The Herald-Media:

1. In your opinion, what is the role of a school board member?

Members of the school board are responsible for evaluating and developing policies for Washington County Public Schools. They are also charged with approving and monitoring the largest budget in the county. School board members advocate for all the students at the local, state and national levels.

2. With the cost of brick-and-mortar schools so high, what should be done to accommodate student growth overall and in specific areas?

Although redistricting is unpopular, it may be the only way to rebalance the school population between overcrowded and underutilized schools. Adaptive reuse of existing buildings may help to provide space for some programs. Distance learning options should be explored. Smaller boutique education centers like the Barbara Ingram School may help to delay the need to build a new high school.

3. What more should Washington County Public Schools do to prevent bullying, including cyberbullying?

The current Policy Prohibiting Bullying, Harassment and Intimidation was promulgated in 2000 and last reviewed in 2009. It needs further review and revising to reflect current conditions. However, this is not just a school issue. Parents, guardians, social clubs, churches, youth agencies and other organizations that serve children need to be involved. A coalition of community organizations is needed to develop a county-wide response to the pervasive incidents of bullying both in our schools and elsewhere.

4. What can the school system do to improve literacy among elementary school students?

There are some good early-reading programs in the county, including Hagerstown Area Religious Council’s Parent Learning Parties, the library’s Child Ready to Read Programs and other programs from Apples for Children and Head Start. WCPS has added some additional literacy teachers in the elementary schools. I attended the Literacy Summit this May and was very impressed by the literacy component of the Maryland College and Career- Readiness Standards.

5. Do you have any concerns about the Common Core State Standards, now referred to as Maryland's College and Career-Ready Standards? Why or why not, and what could the local board do about any concerns that you might have?

I believe that there need to be standards. These were developed to help promote critical thinking skills. The teacher becomes a facilitator with more flexibility to tailor the content to meet the students' needs. There are some communications issues that need to be addressed so that parents, students and the general public have a better understanding of this process. The problem is how to help current students make the shift to the new standards.[3]
