Terry Allen is a Republican political strategist from Oklahoma. From May to July 2015, he worked as the campaign manager for Rick Santorum's 2016 presidential campaign.[1] Previously, Allen advised Santorum's 2012 presidential campaign in the Oklahoma Republican primary election. Allen was also the chief of staff for Rep. Steve Largent (R-Okla.) and the executive director of the Resource Institute of Oklahoma, a think tank he founded in 1990. In 2006, Allen became the CEO of Fidelis Government Relations, a Washington, D.C. lobbying firm.[2]

Career

Early career

Allen began his political career as a legislative liaison at the U.S. Department of Education during the administration of Ronald Reagan (R).[3] In 1988, Allen worked as a legislative assistant in the office of Rep. Clyde Holloway (R-La.) before becoming a policy analyst for the Republican Study Committee.[4]

In 1990, Allen founded and worked as executive director for the Resource Institute of Oklahoma, a think tank based in Oklahoma City. The group, which was re-named the Oklahoma Family Policy Council in 1995, focused on "education, research, programs, and projects to help strengthen Oklahoma’s families, to encourage responsible citizenship, and to articulate Judeo-Christian values."[5]

Allen left the group in 1994 to advise Steve Largent's U.S. House campaign. He worked as Largent's chief of staff until 2000. While chief of staff, Allen led Largent's campaign to become the House majority leader in 1998.[6]

Lobbying

According to the Center for Responsive Politics, Allen left Largent's office to work for lobbying groups in 2000, founding Fidelis Government Relations in 2006.[7] As the founder and CEO of Fidelis, Allen has lobbied for a diverse group of clients, including "tracking tax and trade bills for Microsoft," according to The Hill.[8]

On March 2, 2015, Allen joined Santorum's PAC, Patriot Voices, as the national field director and senior advisor.[2] When Santorum announced his candidacy for president on May 27, 2015, Allen transitioned to the role of campaign manager. Allen left Santorum's campaign in July 2015 to form a new pro-Santorum super PAC.[9]
