Kathy Webb is a member of the Little Rock Board of Directors in Arkansas, representing Ward 3. Webb assumed office on January 1, 2015. Webb's current term ends on December 31, 2026.
Webb won re-election to the Little Rock Board of Directors to represent Ward 3 in Arkansas outright after the general election on November 8, 2022, was canceled.
Webb served in the Arkansas House of Representatives, representing District 37 from 2007 to 2013.
Biography
Webb's professional experience includes working as a regional vice president of Bruegger's Bakeries and owning Lilly's Dim Sum, Then Some. She was the first openly gay member of the Arkansas Legislature.[1]
She joined the Board of Trustees and served as lay speaker at Broadway United Methodist Church, became vice president of the Elmhurst Economic Development Corporation, volunteered for the Sierra Club, and was founding president of the Susan G. Komen Breast Cancer Foundation of Chicago.[2]

Arkansas’s Freedom Scorecard
The Advance Arkansas Institute, an Arkansas-based nonprofit research and educational organization, released Arkansas's Freedom Scorecard in 2012 and 2013. The scorecard graded legislators based on how they voted on the principles the group sought to promote. The group identified the following six categories as interest areas tracked by this scorecard: "economic freedom, education reform, good government, personal liberty, small government, and tax/budget policy." Scores range from 100 percent (the highest score) to 0 percent (the lowest score). A higher score indicates that the legislator voted more in favor of the values supported by this group.[5] Webb received a score of 51 percent in the 2012 scorecard, ranking 81st out of 97 members of the Arkansas House of Representatives that were evaluated for the study.
