Three seats on the school board for Palmdale School District were up for district wide elections that were held on November 5, 2013. Nancy K. Smith, Juan Carrillo and Joyce Ricks defeated eight candidates for three at-large seats.

Palmdale School District is located in northern of Los Angeles County, California in Palmdale, California. As of the 2010 Census, it was home to 152,750 residents.[1]

Demographics

Palmdale underperforms the rest of California when measured on the basis of median household income, percentage of residents living below the poverty level, percentage of residents over the age of 25 with a bachelor's degree and percentage of residents over the age of 25 with a high school diploma. The median household income in Palmdale was $55,213 compared to $61,632 for the state of California. 15.4% of Palmdale residents aged 25 years and older attained a bachelor's degree compared to a 30.2 in California. The United States Census also showed the poverty rate in Palmdale was 18.3% compared to 14.4% for the entire state. The United States Census also found that 74.1% of Palmdale residents aged 25 years and older attained a high school degree compared to a 80.8% in California.[2]

Method of board member selection

Palmdale Unified School District School Board consists of five members, all of whom are elected to four year terms. All board members represent the district at large. Board member terms are staggered so that at least two members, but no more than three are to be elected each odd numbered year on the first Tuesday after the first Monday of November. There are no primary elections. Three seats were up for election on November 5, 2013. The two remaining seats were up for election on November 3, 2015.[4]

What was at stake?

Three at-large seats were up for election on November 5, 2013. Incumbents Sandy Corrales, Jeffrey E. Ferrin and Carol A. Stanford filed seeking re-election.

Issues

Pay cuts and furloughs

On July 19, 2013, the Palmdale School District Board of Trustees approved salary cuts of 3.4 percent for the 2013-14 school year and an additional 8.4 percent during the 2014-15 school year. The district also approved eight furlough days for each of those school years. This agreement stipulated that 950 members of the Palmdale Elementary Teachers Association would have their benefits capped at $15,500 annually. Superintendent Roger Gallizzi said the cuts came as a result of state budget cuts and declining student enrollment.[5]
