Maryland Charter Home Rule, Question 5 (1992)

The Maryland Charter Home Rule Amendment, also known as Question 5, was on the November 3, 1992 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure amended the Constitution to increase the amount of time that a charter board created after November 3, 1992 has to prepare a charter from 12 to 18 months.[1]
