The Maryland Clerk Appointments in Baltimore Amendment, also known as Question 13, was on the November 5, 1974 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure provided that employees of the Clerk of the Criminal Court shall be appointed or removed according to the merit system procedure.[1]
