Seven seats on the Ouachita Parish School Board were up for election on November 4, 2014. Incumbents for all districts were up for re-election. The qualifying period for candidates ran from August 20, 2014, to August 22, 2014. Unopposed candidates were elected at the close of the qualifying period.[1]

Louisiana elections use the Louisiana majority-vote system. All candidates compete in the same primary, and a candidate can win the election outright by receiving more than 50% of the vote. If no candidate does, the top two vote recipients from the primary advance to the general election, regardless of their partisan affiliation.

Four of the seats were contested while the other three were filled by incumbents elected without opposition. District A incumbent Bill Norris (D) did not seek re-election. Tommy M. Comeaux (R), Jeff Counts (R) and Dickie Jackson (R) all filed to run for the open seat, but Counts later withdrew from the race. Comeaux won the open seat. A.R. "Red" Sims (D), the District C incumbent, won re-election against Juanita Kay Auttonberry-Cook (D). Randall Collins (D) lost to District E incumbent John L. Russell (D). District G incumbent Susan Spence (R) did not file to run for re-election. Newcomers Barry Dopson (R) and Greg Manley (R) ran to fill her seat. Manley won the primary election.[2]

The following incumbents retained their seats after being elected without opposition: Scott Robinson (R) in District B, Jerry R. Hicks (R) in District D and Carey Walker (R) in District F.[2]

Ouachita Parish School System is located in Ouachita Parish, Louisiana. According to the United States Census Bureau, Ouachita Parish is home to 156,220 residents. In the 2011-2012 school year, Ouachita Parish Schools was the 11th-largest school district in Louisiana and served 19,718 students.[3]

Demographics

Ouachita Parish overperformed in comparison to the rest of Louisiana in terms of education achievement in 2012. The United States Census Bureau found that 22.8 percent of Ouachita Parish residents aged 25 years and older had attained a bachelor's degree compared to 21.3 percent for Louisiana as a whole. The median household income in Ouachita Parish was $38,899 compared to $44,673 for Louisiana. The percentage of people below poverty level in Ouachita Parish was 23.2 percent while it was 18.7 percent in the state.[3]

Voter and candidate information

The Ouachita Parish School Board consists of seven partisan members who serve four-year terms. All of the members are elected concurrently by district. This means that regular school board elections are held every four years with all seven members being up for re-election at that time. Additionally, all members are elected by an area or district which they represent. Starting with terms beginning on or after January 2015, board members are limited to three consecutive terms. Any member who, at the end of his or her term, has served more than two and one-half terms in the last three consecutive terms cannot be re-elected in the following term. However, they can be re-elected following the one term break.[5]

Candidate requirements

School board candidates were required to file a Notice of Candidacy or Qualifying Form during the qualifying period which ran from August 20, 2014, to August 22, 2014. At the same time, they were required to either pay a qualifying fee of $115.00 or submit a nominating petition with 100 valid signatures.[6]

Election and voting

The primary election was held on November 4, 2014. School board candidates in Louisiana are elected by majority vote, which means the winner must receive more than 50 percent of the votes cast.[5][1]

To vote in the primary election, voters were required to register by October 6, 2014. Early voting ran between October 21, 2014, and October 28, 2014.[7]
