June 11, 2011
Iowa: On June 9, 2011, Governor Branstad appointed District Judge Michael R. Mullins to the Iowa Court of Appeals. Mullins is 59 and has served on Iowa's 8th Judicial District Court since 2002. He will fill the appellate court vacancy left by Judge Edward Mansfield's appointment to the state Supreme Court this year. Mullins had unsuccessfully applied to Court of Appeals in 1998, 2009 and 2010, although he was one of nine finalists for a Supreme Court seat earlier this year.
Mullins earned a bachelor's degree from Southwest Baptist University, a master's degree in social work from the University of Iowa and a law degree from Drake University. Prior to becoming a judge, he worked as a private practice lawyer for 19 years.[1][2]
