2013 election
Kelly, Jr. ran for election to the Erie County Court of Common Pleas.
Primary: He received 26.8 percent of the vote in the Democratic primary on May 21, 2013. He also cross-filed as a Republican, but lost that primary with 22.6 percent of the vote.
General: He was defeated by Bob Sambroak in the general election on November 5, 2013, after receiving 43 percent of the vote.

Education
Kelly earned his undergraduate degree from the University of Notre Dame in 1987 and his J.D. from the University of Notre Dame Law School in 1990.[5]
