Glenn Scruggs was born in Chattanooga, Tennessee. He earned a bachelor's degree from Belhaven University in 2019. Scruggs' career experience includes working as an assistant chief of police. He has been affiliated with the Greek-letter fraternity Omega Psi Phi.
