McGovern ran for the South Dakota Public Utilities Commission in 2012. He was nominated at the Democratic Party convention in June.[2] McGovern and Libertarian candidate Russell Clarke were defeated by Republican incumbent Kristie Fiegen in the general election on November 6, 2012.[1]
