Richard "Ricky" Dombrowski
Richard "Ricky" Dombrowski (born September 13, 1959, in Gulfport, MS) was a 2011 Republican candidate for Mississippi Secretary of State.[1] Dombrowski announced his candidacy on March 1, 2011; he claimed he was running to challenge incumbent Delbert Hosemann's plan to take control of Gulfport's harbor against the will of its citizenry.[2] Dombrowski was defeated by Hosemann in the Republican primary on August 2, 2011.
Dombrowski has served on the Gulfport City Council since 1993 and has served as president four times. He also serves as mayor pro tempore, a position he also occupied from 1997 to 2001.
Biography
Prior to joining the city council, he was a member of the Gulfport Police Reserves for 6 years.[3] Dombrowski has owned and operated a number of small businesses in Gulfport, including Skeeter's, Wet Willy's Waterslide, 3-D Glass Company Inc. and Ricky Dombrowski's Affordable Glass Company.[4]

Dombrowski ran unsuccessfully for Mississippi Secretary of State in 2011. He failed to unseat Delbert Hosemann in the August 2 Republican primary on August 2, 2011.

Gulfport harbor
One of the key elements of Dombrowski's campaign was his opposition to Secretary of State Delbert Hosemann's efforts to claim ownership of Gulfport's recently re-opened harbor. Hosemann claimed that the Public Tidelands Act of 1989 granted ownership of all harbors to the state government, thus Gulfport must lease the port back from the state. Dombrowski countered that another law from 1935 granted Gulf Coast municipalities the right to create small craft harbors for recreational purposes. An attempt by the Mississippi Legislature to solve the issue through a joint resolution supporting Dombrowski's interpretation ended in failure, passed by the House but struck down in the Senate.[5]

Dombrowski's website promised to "reduce the bureaucracy and regulations imposed by the Secretary of State over the last term," promote job creation by streamlining regulations and transfer control from state to local government where possible.[6] Dombrowski also voiced support for a policy requiring photo identifications for voter registration in Mississippi.
