Todd Sunhwae Kim
Todd Sunhwae Kim is the solicitor general of the District of Columbia, a position he has held since the post was created in 2006. On April 30, 2015, President Barack Obama again nominated him to serve as an associate judge on the District of Columbia Court of Appeals after an initial appointment on February 24, 2014. The initial nomination was returned to the president under Senate rules in December 2014. On January 3, 2017, Kim's nomination was returned to President Obama at the sine die adjournment of the 114th Congress.[1][2][3][4]
Education
Kim received his A.B. from Harvard College in 1994 and his J.D. from Harvard Law School in 1997.[2]

Kim was first nominated by President Barack Obama on February 24, 2014, to a seat on the District of Columbia Court of Appeals vacated by Judge Kathryn Oberly. Regarding Kim's nomination, President Obama said, "Todd Sunhwae Kim has proven himself to be not only a first-rate legal mind but a faithful public servant. It is with full confidence in his ability, integrity, and independence that I nominate him to serve on the District of Columbia Court of Appeals."[2] Under Rule XXXI, paragraph six of the standing rules of the Senate, Kim's nomination was returned to the president on December 17, 2014. President Obama resubmitted Kim's nomination on April 30, 2015, where it was referred to the United States Senate Committee on Homeland Security and Governmental Affairs. The committee has authority over nominations to fixed-term judicial positions on courts serving the District of Columbia. On January 3, 2017, Kim's nomination was returned to President Obama at the sine die adjournment of the 114th Congress.[1][2][5]
