Abigail Cioffi Woods has been a Biddeford resident for over a decade, after moving there from her home state of West Virginia. She holds her BA in History and MA in Public History from West Virginia University. Since moving to Maine, she has been the Executive Director of Discover Downtown Westbrook (a Main Street America community), Community Development Coordinator for the City of Biddeford, and currently as the York County Homeless Response Hub Coordinator.

Over her career, she has developed her skills in community engagement, policy development and implementation (particularly in affordable housing, homelessness, and safe street design), and coalition building.

She is also a frequent volunteer in Biddeford, supporting Heart of Biddeford, City Theater, Better Biddeford, and the Twin City Tenants' Alliance, among others. She is a member of the city's Recycling and Waste Management Committee, and served as the staff liaison for the city's Citizen Advisory Committee when she worked for the city.
  • Community. I believe deeply in community building, especially in times of uncertainty. We have so many skills and resources that can be shared to improve our lives collectively. I will help pave the path forward for Biddeford residents to connect and share in order to thrive.
  • Creativity. With things changing so quickly, it is crucial to use creative problem solving to address the challenges our city faces. I will research solutions to our most pressing issues in order to propose ideas we may not have tried before - and would love to hear residents' ideas too.
  • Compassion. We don't have to agree with each other to listen and be kind. I will encourage compassion as a core value of our collective decision making, so we can find a way to the solution that is best for all of Biddeford.

Compassion and honesty are crucial characteristics for elected officials, who are representing and serving their constituents. Those constituents deserve to be heard with compassion, and to trust that their representative is giving a genuine response.
The core responsibilities of a City Councilor are 1. to engage thoughtfully with their constituents and help them navigate the system as needed, 2. to set the budget at an amount that both supports the services needed and doesn't put undue burden on the taxpayer, and 3. to ensure they are making informed decisions by seeking input on topics important to the community.
I would like to leave a legacy of deeply listening to people and helping them address what they're going through, with kindness and humor.
I met a lovely Filipino couple who aren't yet able to vote, but welcomed me and my friend into their home to have a conversation around the table. They also proudly talked about their two children who are serving in the U.S. military. It emphasized a point I already believed in - residents don't need to be voters to have their voice matter. Of course I want to see increased voter turnout of those who are able to vote, but a City Councilor should be representing every person living in their district.
