An effort in Pendleton, Oregon, to recall City Councilor Al Plute from his position was launched in January 2016. Roesch Kishpaugh filed a petition with the Pendleton City Recorder on January 27, 2016.[1] On April 4, 2016, Plute announced that he would resign from the council in May 2016 due to a move out of the city.[2]

Recall supporters

Kishpaugh argued that Plute should be removed from office for his support for a $5 street utility fee following voter rejection of a five-cent gas tax.[1]

Response by Al Plute

Plute told the East Oregonian that he did "not apologize for the lawsuit and I don’t apologize for the utility fee to get our roads repaired." He also argued that he was one of six councilmembers who supported the fee, which did not receive any opposition from Kishpaugh when passed in December 2015.[1]

Kishpaugh had until April 25, 2016, to submit at least 705 valid signatures from city residents to the Umatilla County Elections Division. County elections officials have 10 days after submission to verify signatures. Targeted officials have five days after verification of signatures to resign or draft a statement of justification for retaining office. The city has to schedule an election within 35 days after the five-day window expires.[1]
