Public participation in board meetings

The Alpine School District Board of Education maintains the following policy on public testimony during board meetings:[4]

  • Patrons who wish to address the Board are asked to sign up in person prior to the meeting. This opportunity will be reserved for patrons living within the Alpine School District (“ASD”) boundaries. Individuals living outside of ASD can submit written comments to the Board of Education at alpineschools.org/schoolboard.
  • There is time specified on the agenda to allow for public comment, typically thirty (30) minutes. Normally, ten (10) patrons will be given a maximum of three (3) minutes each to address the board. The board reserves the right to shorten or lengthen the number of patrons or time given as needed and as circumstances require.
  • Written comments can also be submitted anytime to the board at alpineschools.org/schoolboard
  • Speakers should introduce themselves by stating their name and city of residence.
  • The Board does not engage in a discussion during the public comments, but may arrange a follow-up time to speak with a staff member.
  • Personnel issues are not appropriate discussion items for an open-meeting environment. If there are personnel concerns, patrons may contact a member of the administration or put concerns in writing and address it to the Board of Education.
  • The Alpine School District is a legislative body, and as such it functions under the same operational rule as other similar bodies, such as the State Legislature. Public input during its formal meetings is to assist the Board in ascertaining public attitudes and interests. It is not a forum for open discussion or debate between the board and patrons.[5]

Each year, state and local education agencies use tests and other standards to assess student proficiency. Although the data below was published by the U.S. Department of Education, proficiency measurements are established by the states. As a result, proficiency levels are not comparable between different states and year-over-year proficiency levels within a district may not be comparable because states may change their proficiency measurements.[11]
