Californians Against Waste (CAW), a nonprofit environmental research and advocacy organization, was founded in 1977. According to its website, CAW "identifies, develops, promotes and monitors policy solutions to pollution and conservation problems posing a threat to public health and the environment."[1] In 2016, the group had an affiliated educational nonprofit, the Californians Against Waste Foundation.

Mission

According to the organization's website, Californians Against Waste had the following mission statement:[1]

The mission of Californians Against Waste is to conserve resources, prevent pollution and protect California’s environment through the development, promotion and implementation of waste reduction and recycling policies and programs.[2]

Work

Californians Against Waste aimed to "promote sound environmental policy" by researching issues of sustainability and recycling and sponsoring public policy supported by that research. In 2014, the group developed a plan to reduce statewide reliance on landfills. In its "75 Percent Strategy," Californians Against Waste suggested five strategies for the state to reach a 75 percent recycling goal by 2020. It recommended:[3]

  • "Moving Organics Out of the Landfill"
  • "Expanding the Recycling/Manufacturing Infrastructure: Permitting/Compliance Assistance and Financing"
  • "Exploring New Models for State and Local Funding of Materials Management Programs"
  • "Promoting State Procurement of Postconsumer Recycled Content Products"
  • "Promoting Extended Producer Responsibility"

Californians Against Waste was active as a sponsor of state-level legislation regarding recycling policies, including the 2014 bill that enacted a statewide plastic bag ban. According to the group's website, it sponsored:[4] After that bill was passed, Mark Murray, Californians Against Waste's executive director, said, "We no longer have to speculate on whether bag bans are good policy. For nearly 10 million Californians, life without plastic grocery bags has been a reality in their communities for at least a year. Bag bans reduce plastic pollution and waste, lower bag costs at grocery stores, and now we’re seeing job growth in California at facilities that produce better alternatives."[5]
