Capri was born and raised in Rhode Island and has spent the last two decades living in Warwick. She left the Automotive Technology program at NEIT to work in the RI political scene. Capri was the campaign manager for State Senator Jeanine Calkin’s initial 2016 campaign and then her 2018 re-election campaign. In between, Capri recruited and trained candidates to run for office, was an advocate for a better PawSox stadium deal, and was a field organizer for the Earned Sick Days campaign which guaranteed paid sick leave for most Rhode Islanders.

  • Education - Pass a state constitutional amendment guaranteeing every child the right to a quality education.
  • Local Business & Housing - Remove the corporate minimum tax, and building affordable housing for our recent grads to stay and work in RI, for our elderly & disabled residents, and for all the working families who choose to raise their families in our state.
Rhode Islanders are spending over 20% more than necessary on health insurance for plans that leave them underinsured and unprotected from disaster. Each year, RI’ers spend thousands per capita for spotty insurance when, for the same price, we could all enjoy comprehensive health coverage.

In fact, not only could we have comprehensive coverage, we could have it for a lower cost than our current health care expenditures. Savings under the Rhode Island Comprehensive Health Insurance Program (RICHIP) is estimated at about 23% of current expenditures in the first year with greater savings in subsequent years.

The existing health system involves multiple private health insurance companies, called a multiple-payer system. Sticking with our multiple-payer system means we will continue to pay more for less.

The complexity and redundancy in RI’s current multiple-payer system costs millions of dollars per year to maintain and is the major cause of underinsurance, high premiums, high deductibles, and the need for supplemental insurance.

RICHIP saves residents about $4K/year on their medical expenses within ten years of passage. A state agency administers RICHIP. Every qualified Rhode Island resident has their choice of hospital, doctor, and pharmacy; there are no “networks.”

In RI over the last 20 years, health care spending rose more than 250% per capita. RICHIP is the answer for lower costs and better coverage for everyone, not just those lucky enough to afford it.
The core responsibility of an elected official is to be a strong, passionate advocate on behalf of those whom they represent.
