A City of Napa Rural Urban Limit Line Expansion, Measure A ballot question was on the November 4, 2014 election ballot for voters in the city of Napa in Napa County, California. It was approved.
Measure A authorized the city to expand its rural urban limit to include the property commonly called Napa Pipe Property. The city's general plan restricts urban development outside of the rural urban limit line. Thus, this measure was designed to allow development in areas where it was previously restricted or prohibited.[1]

This measure, if adopted, would amend Section 180 of the Charter of the City of Napa in order to expand the boundaries of the City’s Rural Urban Limit line (“RUL”) to include property commonly known as the Napa Pipe Property within the RUL. This measure was placed on the ballot by the City Council. Under existing law, City Charter Section 180 prohibits urban development outside the perimeter boundaries of the RUL, as the RUL boundaries are defined by the City’s General Plan that was in effect on March 1999. Under existing law, there are limited exceptions that allow urban development outside the RUL with a four-fifths vote of the City Council, including: where necessary to comply with state or federal law, or to allow development of any community or recreational facilities, parks, public service facilities, fire or police stations, similar facilities sponsored or developed by the City of Napa, or public educational facilities. The property commonly known as the Napa Pipe Property is approximately 154 acres in size with existing industrial structures on the site, generally located at 1025 Kaiser Road, south of Kaiser Road and east of the Napa River; and it is surrounded on three sides by the RUL and the City limits, and on the fourth side by the Napa River. The Napa Pipe Property is currently outside the RUL, outside the City limits, in the unincorporated county, and under the regulatory jurisdiction of Napa County. This measure, if adopted, would expand the boundaries of the RUL to include the Napa Pipe Property within the perimeter boundaries of the RUL. Following this expansion of the RUL boundaries, the City Council could then apply to the Local Agency Formation Commission of Napa County (“LAFCO”) to request annexation of the Napa Pipe Property to the City. Then, if that annexation is approved and the Napa Pipe Property is in the City limits, potential future urban development of the Napa Pipe Property would occur under the City’s regulatory authority within the City limits. Thus, the approval of this measure would facilitate a potential future annexation of the Napa Pipe Property into the City limits, and potential future urban development of the Napa Pipe Property within the City limits. If this measure is not adopted, potential urban development of the Napa Pipe Property would remain within the regulatory jurisdiction of Napa County.[2] |
