An effort to recall Frank Caron from his elected position on the board

of the Rio Linda-Elverta Water District in Sacramento County, California, was launched in August 2011.[1] The recall effort was abandoned in January 2012. [1]

Background

The paperwork to initiate the recall was filed by Vivien Spicer Johnson. She is also a member of the board of the Rio Linda-Elverta Water District. In the paperwork that was filed, it is alleged that Caron "has interfered with the proper operation of the district, offended residents upset about a recent rate hike and treated Spicer Johnson and her ally on the board, Cathy Hood, with disrespect, among other things."[1]

Path to the ballot

The recall petition was approved for circulation on October 11, 2011. The petitioners had 90 days to collect the signatures of 2,034 signatures (25% of registered voters in the district). If enough signatures had been collected collected, a recall election would be have been held in June 2012. [2] The recall effort failed to gather enough signatures to force a recall election.
