An effort to recall all five directors of Golden Hills Community Services District Board in California, from their positions was launched in 2013. Targeted officials included: Larry Barrett, Kathy Cassil, Eldwin E. Kennedy, Ernest (Bud) Sargent and Laura Lynne Wyatt.[1]
The filed petition argued that "the board members of this district are not acting in a manner to serve the best interest of their constituents." Additionally, supporters stated that the board misrepresented itself to a public agency, Kern County Local Agency Formation Commission, and did not provide solid information to its residents in support of its decision regarding trash collection. The recall group was headed by Virginia Staabs, a resident since 1989.[2] Not enough signatures were collected by supporters of the recall effort, therefore, it did not go to a vote.[3]
Background
The recall effort was initiated following the board's decision in June 2013 to assume authority for its solid waste handling. Previously, it was provided by Tehachapi-based Benz Sanitation. The contract was developed through a non-competitive bidding process.[1] Supporters pointed to a 2010 vote which asked residents if they wanted the board to assume authority of solid waste handling. Residents said "no" in a 558 (no) to 235 (yes) vote.[2]
A recall election was estimated to cost between $9,600 - $24,000, had one been held.[2]

Supporters filed petition forms on September 19, 2013. On November 13, the Kern County Elections Department approved petitions to recall the Golden Hills Community Services District Board.[4]
Recall supporters had 60 days to collect 1,190 signatures for each official from registered voters in the district in order to trigger an election. The required number of signatures, 1,190, represented 25 percent of the registered voters in the district.[2] Not enough signatures were collected, so no recall election was held.[3]
