Before moving to Beloit, Jim served three terms on the board of the Tenant Resource Center, helping prevent evictions and supporting tenants and landlords through mediation and rapid rehousing programs. That experience shaped his belief that housing stability is the foundation of a strong community.
In Beloit, Jim serves as the Vice Chair of the Beloit Community Development Authority, helping expand affordable housing and support local nonprofits, and as Chair of the Rock County Democratic Party, where he works to engage residents and lift up new voices.
With a B.S. in Biochemistry and an M.S. in Data Analytics, Jim brings analytical skill, compassion, and a deep commitment to helping Beloit grow smart, stay safe, and remain a community for everyone.- Increase transparency and modernize city services.
- Expand programs to support our youth and seniors.
- Invest in public safety.

Campaign website
White's campaign website stated the following:
My Issues
Increase Transparency and Modernize City Services
- Increase accessibility to committee proceedings, allow scheduling and permitting for large trash pickup online, and promote ways for the community to give feedback online.
Strengthen Communities through Strategic Development
- Encourage development that increases affordable housing, improves city infrastructure, and increase environmental stability. Build a lead-free Beloit.
Expand Programs to Support our Youth and Seniors
- Expand programs that support our city’s kids and that allow seniors to stay in their homes.
Invest in Public Safety
- It’s time to finally build a new police station. A modern facility creates better working conditions for officers making us more competitive for hiring and retention. I’ll also work to reduce reckless driving and better connect pedestrian and bike paths.
