A recall effort against Quapaw Nation Business Committee Chairman Joseph Tali Byrd was initiated in 2023. A recall petition submitted on April 11, 2023, was approved by the Quapaw Nation Election Committee.[2] Byrd announced his resignation on April 15, 2023.[3]

Recall supporters

Recall supporters criticized Byrd for missing council meetings and not participating in certain votes. Supporters also criticized Byrd's decision to run for the Cherokee Nation Council while serving in the Quapaw Nation.[4][5]

Recall opponents

In his statement of resignation, Byrd defended his record as chairman and pointed to the Quapaw Nation's growth and positive economic prospects. Byrd also noted that he had received threats and did not feel that he was able to govern successfully due to limited support and resources.[4]

Per section 16 of the Quapaw Tribe of Oklahoma Election & Voting Ordinance of 2004, "Registered Voters of the Quapaw Tribe also reserve the right to recall any elected official by filing a petition with the Enrollment Committee and the Election Committee that is signed by at least 250 Registered Voters." A petition must be submitted at least 30 days before the regularly scheduled Business Committee meeting at which the petition will be reviewed.

The Enrollment Committee must verify the voter registration of signatories to a petition and the Election Committee must verify the validity of the petition within 15 calendar days. If a recall petition is determined to be valid, the Election Committee must notify the Business Committee and schedule a recall within 90 calendar days. The target of a recall petition may run in the recall election.[1]
