Josh Turley was born in Tulsa, Oklahoma. He earned a bachelor's degree from Northeastern State University in 1998 and graduate degrees from the University of Phoenix in 1998 and 2000. As of 2024, Turley was retired.[1]

Hello, I am Dr. Josh Turley. I am not a politician and I don't run in those circles. I believe in limited government, accessible government, and the great future of Tulsa County District 2. I have lived in district 2 for 51 years. I started my first business at 12 and have been an entrepreneur ever since. I recently retired with over 29 years of service at Tulsa County. Your vote is important! Don't vote straight party, both sides have not served you!
  • I am the only candidate who has been studying and working toward this job since 2015! I am tired of the same old issues, roads, grass to high, to many orange cones, floods. Its time to get in front of all of these issues!
  • I believe in limited government and direct access to your government. That right, this is your Commissioner seat. It isn't mine, you tell me what you want to happen. As your commissioner I will move forward with publishing everything we do, all the way down to my cell phone records.
  • A major issue in district 2 is our levees. But worse than that the Corps now plans to build a bigger dam. That bigger dam means more water flow and more pressure on our levees. We must get the corps to move forward with both at the same time. We must get an early warning system in place for the over 2.5 billion infrastructure behind our levees.
I truly believe that the open records act has been exploited. If you want to know what your government is doing you have to fill out a form. That form goes to the government, you don't trust. They then answer the request or deny the request. I believe every action, all the way down to our lowest employee should be public. The website should be easily understood. A sixth grader should be able to navigate and understand exactly everything Tulsa County Government does.
Rich Dad Poor Dad, its a book by Robert Kiyosaki. This book gives you a solid outline of understanding taxes. Taxes are the life blood of the government. If you understand taxes and how they originated and are applied, you can effectively control your government. And of course, there are the actual political actions of great people like Ronald Reagan and Charles Page.
You will hear the same old words, honesty and integrity. I don't believe those are the key principles of an elected official. I believe that understanding right from wrong, and being strong enough to admit your mistakes and learn from everything around you are key. If you understand right and wrong and are learning constantly, honesty and integrity come easy.
There are four key responsibilities of Tulsa County Commissioner District 2. First is that you are responsible for the administration of fiscal finances of Tulsa County. This includes the budget of all the elected officials. Second, is the administration of Tulsa County business. The commissioner is responsible for decisions related to Tulsa County property, employees, and actions. Third is the administration of roads and bridges. This includes the maintenance and installment of roadways and utilities. Fourth is the responsibility of a various sets of committees and groups that move Tulsa County forward.
I would like for Tulsa County to be a county government that people can look at, for the first time in our history, and say... he did that right. An easy example of this is an early warning system for our flooding. If we can predict the Illinois river will crest and 15 feet 5 inches, there is no reason why we can't give people more that 2 hours evacuation time. The early warning system should run from Keystone lake (and all its shoreline residents) all the way to Bixby.
I believe every penny you send to the government should be traceable all the way to its final use. I've worked for government for over 29 years. I've seen how at the end of the year there's extra money. I also saw how it was blown. This is money that you entrust with us, to spend appropriately. All extra funds should be sent back to the payer.
