Ballard ran for election to the Orphans Court of Somerset County.
Primary: He was successful in the Democratic primary on June 24, 2014, receiving 32.5 percent of the vote. He competed against Bob McCready and incumbent Judge Donald L. Howard. All 3 candidates ran unopposed in the primary. 
General: He was defeated in the general election on November 4, 2014, after receiving 13.1 percent of the vote. He competed against Bob McCready, Libby M. Hall, and incumbent judges, John R. Somers and Donald L. Howard for three open seats. [1][2]
