Ballot title

The ballot title for Question 8 was as follows:

Shall the Commonwealth on Massachusetts urge the President of the United States and the United States Congress to enact a national acid rain control program which would require a fifty percent reduction in total national sulfur dioxide emmisions by the year nineteen hundred and ninety-five and which would allocate the required reductions in sulfur dioxide emmisions. and the costs of achieving those reductions, equitably among the states?

Path to the ballot

A simple majority vote of a resolve is required during one legislative session of the Massachusetts State Legislature to place an advisory question on the ballot. That amounts to 81 votes in the Massachusetts House of Representatives and 21 votes in the Massachusetts State Senate, assuming no vacancies. Advisory questions do not require the governor's signature to be referred to the ballot.
