Matthew McCall was a 2016 Republican candidate who sought election to the U.S. House to represent the 13th Congressional District of North Carolina.[1] McCall was defeated by Ted Budd in the Republican primary.[2]

Heading into the election, Ballotpedia rated this race as safely Republican. Ted Budd (R) defeated Bruce Davis (D) in the general election on November 8, 2016. In the Democratic primary, Bruce Davis defeated Adam Coker, Bob Isner, Kevin Griffin, and Mazie Ferguson. Budd defeated 16 other Republican candidates to win the Republican nomination.

Incumbent George Holding (R) of District 13 sought re-election for the District 2 seat in 2016. He defeated fellow Republican incumbent Renee Ellmers and Greg Brannon in the primary.[3] Holding's change of plans came after redistricting in North Carolina in February 2016 substantially changed the constituency of both districts. Holding's decision to run in District 2 essentially made District 13 an open seat, and as a result, 22 candidates filed to run for the seat. [4][5][6][1][7][3]

  • Economy and Trade: The economy of North Carolina's Piedmont has unfairly suffered these past thirty years. We've lost jobs because of bad trade deals and currency manipulation. It's time to look out for American interests, specifically North Carolinians' interests, abroad. As a free market conservative, I believe our economy performs best when government provides basic but necessary services like infrastructure and stays out of picking winners and losers with burdensome regulations.
  • Jobs: It shouldn't be so complicated in our country to own a business, to employ people or to gather investors to start a new venture. Even our smallest employers who are moderately successful are burdened by hundreds of edicts from dozens of agencies at the federal, state and local level. Under the Obama administration the Department of Labor and the National Labor Relations Board have expanded these regulations even though our economy is far from recovered. We can do better.
  • Debt: We have to roll back the unimaginable amounts of wasteful spending that have gone on for generations from Washington. Our national debt is a danger to our economy and our national security. I will support a constitutional balanced budget amendment.
  • Education: I am a strong supporter of school choice. Parents should have the ability to move their children from underperforming schools to institutions of their choosing. I am also a supporter of homeschooling, and will work to protect the rights of those who wish to teach.
  • Immigration: I have worked tirelessly to safeguard citizens' identities while serving as the Register of Deeds. In these efforts, my office has been picketed by pro-illegal immigrant groups because I refused to issue birth records to persons without ID. I am opposed to all forms of amnesty. Reforms are needed to help those who have applied through legal channels to become residents or citizens.
