The Michigan Right to Vote Initiative was not on the ballot in Michigan as an initiated constitutional amendment on November 8, 2022.

The ballot initiative would have established a right to vote in the state's Declaration of Rights. It would also have established the following rights related to voting:

  • a right to drop off an absentee ballot at a drop box 40 days prior to an election;
  • a right to obtain an unsolicited absentee ballot application; and
  • a right to vote in person with a photo ID, signed affidavit, or matching voter registration signatures.[1]

The amendment would also have required local election officials to provide one drop box per 15,000 registered voters available 24 hours a day throughout the entire week. It would have prohibited laws that:[1]

  • impose an "undue burden" on voters;
  • ban state and local election offices from receiving grants, donations, or in-kind contributions from private organizations for election purposes;
  • require absentee voter applications to include a complete social security number, driver license number, or photo ID;
  • allow a person to video or electronically record the voting process; and
  • discriminate against registered voters from serving as certified election challengers that have credentials issued by a partisan or nonpartisan organization.

Process in Michigan

In Michigan, the number of signatures required to qualify an initiated constitutional amendment for the ballot is equal to 10 percent of votes cast for governor in the last gubernatorial election. Signatures older than 180 days are invalid, which means all signatures must be collected within a 180-day window. Amendment petitions must be filed 120 days prior to the election.

The requirements to get an initiated constitutional amendment certified for the 2022 ballot:

Signature petitions are filed with the secretary of state and verified by the board of state canvassers using a random sample method of verification.

Stages of this initiative

  • The campaign Michigan Right to Vote filed a petition with the State Board of Canvassers on January 21, 2022.[1]
