A Monte Rio Fire Protection District Special Parcel Tax, Measure S ballot question was on the November 4, 2014 election ballot for voters in the Monte Rio Fire Protection District in Sonoma County, California. It was defeated.

Had it been approved, Measure S would have authorized the district to impose a special parcel tax of:[1]

  • $60 a year for single-family residential units
  • $39 a year for campsites, mobile home spaces, multi-family units and vacant parcels
  • $1 a year per acre for timberland
  • $0.04 - $0.09 a year per square foot of lodging, commercial and industrial spaces

The measure would also have increased the district's appropriations limit - a process known as a gann override - for four years to allow the district to spend the revenue it would have received from the Measure S parcel tax.[1]

A two-thirds (66.67%) vote was required for the approval of Measure S.

Ballot question

The question on the ballot:[1]

Shall Ordinance No. 2014/15-1 of the Monte Rio Fire Protection District authorizing the District to impose and levy a special tax having flat rates of $60 for single family residential properties, $39 for campsites, mobile home spaces, multi-family residential units and vacant parcels and $1 per acre for timberland and maximum rates from $.04 to $.09 per square foot for lodging, commercial and industrial properties and increasing the District’s appropriations limit be approved?[2]

Impartial analysis

The following impartial analysis was prepared for Measure S by the office of the county counsel:[1]

The Monte Rio Fire Protection District has called an election on a special tax measure to fund District services. State law requires voter approval before the District can impose a special tax.

The District is proposing to levy a special tax of up to $60 per year on single-family residential properties; $39 per year for multi-family residential units, mobile home spaces, campsites, and vacant parcels; $1 per acre for timberland; and up to $.09 for commercial, industrial, lodging, and club/lodge properties. The District is also proposing to increase its appropriations limit for four years, the maximum period allowed by law, to allow use of the proceeds of the special tax.

Proceeds of the tax would be used to meet the costs of providing services pursuant to Section 13862 of the California Health and Safety Code, which authorizes fire protection, rescue, emergency medical, and other services, and of exercising the other rights and powers granted to the District in the California Health and Safety Code. Each year the District Board of Directors would set the rate of the tax after holding a noticed public hearing and receiving a report regarding District property and proposed tax rates. In addition, each year the District will prepare and file a report regarding the amount of new special tax revenues collected and expended, and the status of projects funded with the proceeds.

The tax would be applied to each parcel of real property in the District, except parcels owned by a federal, state, or local agency. The tax would be collected in the same manner as other charges and taxes collected by or on behalf of the District.

The proposed special tax must be approved by two-thirds of those voting in the District. If two-thirds of the voters in the Monte Rio Fire Protection District who vote on this measure vote “Yes,” the measure will pass and the special tax will be levied.[2]
