New York State Civil Departments, Amendment 2 (1961)

The New York State Civil Departments, Amendment 2, also known as Proposed Amendment No. 2, was on the ballot in New York on November 7, 1961, as a legislatively referred constitutional amendment. It was approved. This measure amended Sections 2, 3 and 4 of Article 5 of the state Constitution. It limited the number and "flexibility in the establishment of the civil departments in the state government and for assignment of functions thereto; expands the powers of the governor and the legislature in respect thereto."[1]
