Norma Lee Barkley is the chief judge for the Orphans Court of Wicomico County in Wicomico County, Maryland.[1] She has served as a judge on the court since 1982 and as chief judge since 1986.[2] Barkley ran for re-election to the Orphans Court of Wicomico County in 2014, winning a new term that expired on December 31, 2018.[3][4]

Primary: She was successful in the Democratic primary on June 24, 2014, receiving 37.0 percent of the vote. She competed against Peter D. Evans and incumbent Judge Melissa Pollitt Bright. All 3 candidates ran unopposed in the primary.
General: She faced Grover Green Cantwell, Jr., Peter D. Evans, and incumbent Judge Melissa Pollitt Bright in the general election on November 4, 2014, and won with 23.8 percent of the vote. Candidates competed for three open seats.

Barkley was re-elected to the Orphans Court of Wicomico County (along with incumbents William J. Smith Jr. and Melissa Pollitt Bright) in the general election on November 2, 2010. She received 24.94% of the vote.[6]
