An Oregon Public Employee Payroll Deductions, also known as Initiative 42 and 43, did not make the November 6, 2012 statewide ballot as an initiated constitutional amendment.
Text of measure
The official ballot title was:[1]
Result of "Yes" Vote: "Yes" vote amends constitution to prohibit specified laws restricting public employees' ability to negotiate for and use voluntary payroll deductions for financial transactions and contributions.
Result of "No" Vote: "No" vote rejects constitutional prohibition on specified laws restricting public employees' ability negotiate with employers for and use voluntary payroll deductions for financial transactions, contributions.
Summary: Amends constitution. Current law does not restrict public employees' ability to negotiate with employers to use voluntary payroll deductions for financial transactions and contributions, or restrict the types of transactions for which voluntary payroll deductions may be use based on the nature of recipient of the funds, or the recipient's use of funds. Constitution currently does not expressly prohibit laws imposing such restrictions. Measure amends constitution to expressly prohibit laws that restrict public employees' ability to negotiate for and use voluntary payroll deductions, including laws restricting deductions based on type of employee, type of employer, nature of recipient, or purposes for which deducted funds may be used. Measure provides that public employers are not required to make voluntary payroll deductions available to employees. Other provisions.

In order to qualify for the ballot, supporters were required to collect a minimum of 116,283 valid signatures by July 6, 2012.
