Three of the nine seats on the West Allis-West Milwaukee School District school board were up for at-large general election on April 5, 2016. In their bids for re-election, incumbents Jeffrey Sikich and Patricia Ulwelling faced challengers Heather Justham and William Ustruck.[1] Sikich won another term on the board, but Ulwelling received the fourth-most votes and lost the election. Justham and Ustruck were both elected to the board.[2]

The term of incumbent Susan Stalewski was also on the ballot, but she did not file to run for re-election, which left it open for a newcomer. Both Justham and Ustruck previously ran for a seat in 2015. They ran as write-in candidates.[1]

Campaign themes

2016

The West Allis Now asked the candidates in this race the following four bolded questions. Ulwelling's responses are shown below.

Why should people vote for you? What background, skills, outlooks do you bring to the table?

I bring a well-rounded perspective, long-range objective thinking, fiscal stewardship and dedication to the well-being of all children and this community. I listen to input, ask questions, research best practices and draw on my varied experience (including work in human resources, as university staff and as a high school teacher).

How do you feel about the new transfer policy and school boundaries?

The policy changes were unfortunately necessary for the district to move forward and to overcome challenges brought about in part by population imbalances in the schools. I will continue to advocate for all students to find environments and programs where they can thrive no matter which school building they attend.

Do you feel the school board is on the right track or would you like to see a change?

The district is in the midst of a significant transition and is making progress despite the growing needs. But it will take even greater goal clarity, collaborative effort and time to realize the full transformation. The board must stay focused on the big picture while managing through the short-term challenges.

What are your feelings about Next Generation personalized learning?

A recent study showed positive outcomes from personalized learning in the district. I've witnessed how the key personalization methods engage students, whether in traditional classrooms or multi-age, multi-room environments. Therefore, I'd like to see personalized learning expand in all grade levels and in a well-managed way.[6]
