Philip C. Carruthers
Philip C. Carruthers was a judge for Position 15 of the Minnesota Fourth Judicial District. He left office in 2022.
Carruthers ran for re-election for the Position 15 judge of the Minnesota Fourth Judicial District. He won in the general election on November 6, 2018.
Carruthers was appointed to this position on September 14, 2011, by Governor Mark Dayton. He ran for election in 2012 to retain the seat and was successful.[1][2]
Education
Carruthers received his undergraduate degree and his J.D. from the University of Minnesota in 1975 and 1979, respectively. He was a member of the Phi Beta Kappa fraternity, the Legal Assistance to Minnesota Prisoners program, and the Minnesota Law Review, of which he was the note and comment editor. In 2009, he received a certificate in project management from the University of Minnesota College of Continuing Education.[2]

Carruthers ran unopposed in the general election November 6, 2012.[3] He received 98.56% of the vote.[4]
Selection method

Judges of the Minnesota District Courts are all chosen in nonpartisan elections to serve six-year terms. Candidates compete in primaries, from which the top two contestants advance to the general election. Sitting judges must run for re-election if they wish to serve additional terms. While party affiliation is not designated on the ballot, incumbency is. Sitting judges who reach the age of 70 while in office are allowed to serve until the last day of their birthday month.[5]
The chief judge of each district court is selected by peer vote for a two-year term.[5]
Judges of all courts are required to be "learned in the law" and under 70 years old.[5][6]
