Ramona Moore Baker

Ramona Moore Baker was elected judge of the Orphans Court of Baltimore City, Maryland[1] on November 2, 2010.[2][3]

New constitutional amendment at odds with vote

Though Moore Baker was elected judge on the Orphans Court after running unopposed, her commission, as of January 4, 2011, still has not been received. As Maryland's voters were voting her into office, they were also approving a constitutional amendment that bars non-lawyers from serving in that position, effectively barring her from taking office. Though the situation is unprecedented, Governor O'Malley's spokesperson stated, "The governor will follow the guidance of the attorney general, which is not to issue a commission for this appointment."[4]

In response to the situation, Moore Baker said, "I never even heard from the governor's office about that possibility of it not happening. … I haven't heard anything from his office, period."[4] Then, speaking about the voters in Maryland who passed the amendment, Baker stated that the voters didn't understand the effects of it when they passed it.[4]

2010 election

Baker was elected, along with Joyce Baylor-Thompson and Lewyn Scott Garrett, in the general election on November 2, 2010. She received 33.96% of the vote.[2][5]
