July 31, 2023: By a margin of 59% to 29%, voters oppose tax incentives and other benefits to encourage families to have more children. A Scott Rasmussen National Survey found that 44% know that the U.S. birth rate is below replacement level, and that 38% mistakenly think it is above replacement level.

The survey also found that, when told that the U.S. birth rate is below replacement level, voters oppose incentives to encourage families to have more children by a narrower 49% to 38% margin.

Methodology

The survey of 1,000 registered voters was conducted online by Scott Rasmussen on July 18-19, 2023. Field work for the survey was conducted by RMG Research, Inc. Certain quotas were applied, and the -sample was lightly weighted by geography, gender, age, race, education, internet usage, and political party to reasonably reflect the nation’s population of registered voters. Other variables were reviewed to ensure that the final sample is representative of that population.

The margin of sampling error for the full sample is +/- 3.1 percentage points.

Survey Questions

A proposal has been made for tax incentives and other benefits that would encourage families to have more children. Would you favor or oppose this proposal?

  • 8%-Strongly favor
  • 21%-Somewhat favor
  • 27%-Somewhat oppose
  • 32%-Strongly oppose
  • 12%-Not sure

For the population to replace itself from one generation to the next, the nation’s women must have an average of 2.1 children each. Do women in the United States have more than 2.1 children on average or fewer?

  • 10% -Much more
  • 28%-Somewhat more
  • 36%-Somewhat fewer
  • 8%-Much fewer
  • 19%-Not sure

In fact, women in the U.S. have an average of 1.7 children each. As a result, the U.S. population would decline without significant levels of immigration. Knowing this to be true, would you favor or oppose providing tax incentives and other benefits that would encourage families to have more children?

  • 12%-Strongly favor
  • 26%-Somewhat favor
  • 27%-Somewhat oppose
  • 22%-Strongly oppose
  • 13%-Not sure
