Nine seats on the Tangipahoa Parish School Board were up for election on November 4, 2014. Incumbents for all districts were up for re-election. The qualifying period for candidates
ran
from August 20, 2014, to August 22, 2014. Unopposed candidates were considered elected at the close of the qualifying period. A general election for District A
were held
December 6, 2014, as no candidate received a majority vote in the primary election.[1]
Louisiana elections use the Louisiana majority-vote system. All candidates compete in the same primary, and a candidate can win the election outright by receiving more than 50% of the vote. If no candidate does, the top two vote recipients from the primary advance to the general election, regardless of their partisan affiliation.
For information about which offices are nominated via primary election, see this article.
Seven of the races were contested. Districts A, G, E and F had only newcomers running to fill the seats. Eric Brumfield (D), Walter Daniels (D) and Jimmy Richardson (D) ran for District A. Daniels defeated Brumfield in the general election.
The District D contenders were Mark Camelo (D) and Therese P. Domiano (I). Domiano won the open seat. Former officeholder Eric Dangerfield (D) and Tara Hudgins (R) vied for the District G seat, which Dangerfield won. Dangerfield had resigned from the board earlier in 2014 as part of a plea deal in a Medicaid fraud case. Despite his win, he was forced to resign from the board for a second time due to part of his plea bargain preventing him from being employed with "any entity that receives Medicaid or Medicare funding."[2]
District F incumbent Christina "Chris" Cohea (I) originally filed to run for re-election, but later withdrew from the race. Mike Whitlow (R) and Joyce Young (R) ran for the open seat, which Whitlow won.[3]
Three incumbents faced challengers in the primary election. District B incumbent Gail Pittman-McDaniel (R) defeated challenger Dudley Settoon (R). Sandra Bailey-Simmons (R), the District H incumbent, won re-election against Roy Hutchinson (R). Beth Davis (R) lost to District I incumbent Rose Quave Dominguez (R).[3]
Only District C and E were uncontested. Incumbents Andy Anderson (R) of District C and Brett K. Duncan (R) of District E were re-elected without opposition on August 22, 2014.[3]
About the district
Tangipahoa Parish School System lies in eastern Louisiana in Tangipahoa Parish. The seat of parish government is Amite City. Tangipahoa Parish was home to approximately 125,412 residents according to 2013 estimates by the United States Census Bureau. In the 2011-2012 school year, Tangipahoa Parish was the 12th-largest school district in Louisiana and served 19,511 students.[4]
Demographics
Tangipahoa Parish slightly underperformed compared to the rest of Louisiana in terms of higher education achievement in 2012. The United States Census Bureau found that 19.3 percent of Tangipahoa Parish residents aged 25 years and older had attained a bachelor's degree compared to 21.4 percent for Louisiana as a whole. The median household income for the parish was $40,491 compared to $44,673 statewide. The poverty rate in the parish was 22.1 percent compared to 18.7 percent for the entire state.[4]

Note: Percentages for race and ethnicity may add up to more than 100 percent because respondents may report more than one race and the Hispanic/Latino ethnicity may be selected in conjunction with any race. Read more about race and ethnicity in the census here.
Voter and candidate information
The Tangipahoa Parish School Board consists of nine partisan members who serve four-year terms. All of the members are elected concurrently by district. This means that regular school board elections are held every four years with all nine members being up for re-election at that time. Additionally, all members are elected by a geographic area or district which they represent. Starting with terms beginning on or after January 2015, board members will be term limited. Any member who, at the end of his or her term, has served more than two and one-half terms in the last three consecutive terms cannot be re-elected in the following term. However, they can be re-elected following a one term break. The limit does not apply retroactively.[6]
The primary election was held on November 4, 2014. School board candidates in Louisiana are elected by majority vote, which means the winner must receive more than 50 percent of the votes cast. Because no candidate received a majority vote in the District A primary election, the two candidates receiving the most votes in the primary election proceeded to a general election on December 6, 2014.[6][1]
School board candidates were required to file a Notice of Candidacy or Qualifying Form during the qualifying period which ran from August 20, 2014, to August 22, 2014. At the same time, they were required to either pay a qualifying fee of $115.00 or submit a nominating petition with 100 valid signatures.[7]
To vote in the primary election, voters were required to register by October 6, 2014. Early voting ran between October 21, 2014, and October 28, 2014. Voters were required to be registered by November 5, 2014, to vote in the general election. The general election early voting period ran from November 22, 2014, to November 29, 2014.[8]
