Four seats on the Vacaville Unified School District Board of Education were up for general election on November 4, 2014. Three seats were for full four-year terms, and one seat was for a two-year term.

Incumbents Shelley Dally, David McCallum and Whit Whitman faced challengers Jeremy Jeffreys, Deloris Roach, Judith D. Ruggiero and Tracee Stacy for the three at-large seats with full terms. Jeffreys, Ruggiero and Stacy ran together as the "Classrooms First" candidate slate.[1] While Dally and Whitman retained their seats, McCallum was unseated by Jeffreys.

Incumbent Chris Flask lost the contest for an at-large seat with a two-year term to challenger Shawn Windham.[2][3]

The 2014 general election was the first time the Vacaville Unified School District elected board members during even-numbered instead of odd-numbered years.[4]

Vacaville Unified School District is located in Solano County, California. The county seat of Solano County is Fairfield. Solano County is home to 424,788 residents, according to the United States Census Bureau.[5] In the 2011-2012 school year, Vacaville Unified School District was the 129th-largest school district in California and served 12,561 students.[6]

Demographics

Solano County underperformed compared to the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 24.2 percent of Solano County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Solano County was $69,006 compared to $61,400 for the state of California. The poverty rate in Solano County was 11.9 percent compared to 15.3 percent for the entire state.[5]

Voter and candidate information

The Vacaville Unified Board of Education consists of seven members elected at-large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Four seats were up for election in 2014, three for full four-year terms and one for a two-year term.[3]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[8]

Endorsements

Incumbent Shelley Dally received endorsements from the Vacaville Reporter, the Vacaville Teachers Association, the Vacaville Chamber of Commerce, the Napa-Solano Central Labor Council and the Napa Solano Building and Construction Trades Council.[9][10][11]

Incumbent David McCallum received endorsements from the Vacaville Reporter and Solano County Superintendent of Schools Jay Speck.[9][12]

Incumbent Whit Whitman received an endorsement from the Vacaville Reporter.[9]

Challenger Deloris Roach received endorsements from the Vacaville Teachers Association, the Solano County Democratic Party, State Assembly member Mariko Yamada (D-4), State Assembly member Jim Frazier (D-11), Solano County Board of Supervisors Member Linda Seifert, the Napa-Solano Labor Council, the Napa Solano Building and Construction Trades Council and Sheet Metal Workers Local Union #104.[10][11][13]

Challengers Jeremy Jeffreys, Judith D. Ruggiero and Tracee Stacy each received endorsements from State Assembly member Jim Frazier (D-11) and Solano County Sheriff Thomas Ferrara.[14]

Incumbent Chris Flask received endorsements from the Vacaville Reporter, the Solano County Democratic Party and the Vacaville Chamber of Commerce.[9][15]

Challenger Shawn Windham received endorsements from the Vacaville Teachers Association, the Solano County Republican Party, the Napa-Solano Central Labor Council, the Napa Solano Building and Construction Trades Council, the Vacaville Police Officers Association and the Vacaville Police Managers Association.[10][11][16]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[17]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[17]

The Solano County Registrar of Voters does not publish and freely disclose school board candidate campaign finance reports.
