Shawn Windham is an at-large representative on the Vacaville Unified Board of Education in California. He was first elected to the board in the general election on November 4, 2014.

Windham sought another term in the general election on November 8, 2016, but the election was canceled due to lack of opposition. Windham was re-elected to the board by default.[1]

Shawn Windham is a resident of Solano County, California. Windham earned his associate degree in criminal justice from Diablo Valley College. He is employed as a police officer.[2]

Five of the seven seats on the Vacaville Unified School District Board of Education were supposed to be up for at-large general election on November 8, 2016. The election was canceled, however, due to lack of opposition. Four seats would have been up for election to regular four-year terms, and one seat would have been up for special election to a two-year term due to an appointment on the board.[3] Incumbents Michael Kitzes, Sherie Mahlberg, and Shawn Windham and newomer Tracee Stacy were the only candidates to file for the four-year terms, and incumbent John Jansen was the only candidate to file for the two-year term. Because of this, all five candidates were elected to the board by default.[1]

Results

This race was canceled due to lack of opposition. Incumbents Michael Kitzes, Sherie Mahlberg, and Shawn Windham and newcomer Tracee Stacy won election to the board by default.[1]

The election in Vacaville featured four at-large seats up for general election on November 4, 2014. Incumbents Shelley Dally and Whit Whitman joined challenger Jeremy Jeffreys in winning three seats with four-year terms by defeating incumbent David McCallum and challengers Deloris Roach, Judith D. Ruggiero and Tracee Stacy. Jeffreys, Ruggiero and Stacy ran together as the "Classrooms First" candidate slate. Challenger Shawn Windham defeated incumbent Chris Flask for a seat with a two-year term.

Funding

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[4]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[4]

The Solano County Registrar of Voters does not publish and freely disclose school board candidate campaign finance reports.

Windham received endorsements from the Vacaville Teachers Association, the Solano County Republican Party, the Napa-Solano Central Labor Council, the Napa Solano Building and Construction Trades Council, the Vacaville Police Officers Association and the Vacaville Police Managers Association.[5][6][7]

  • Extend services and resources to struggling students and parents with an emphasis on K-8, possibly with grant funding
