Each state and the District of Columbia has at least one supreme court, or court of last resort. Oklahoma and Texas both have two courts of last resort, one for civil appeals and one for criminal appeals. The supreme courts do not hear trials of cases. They hear appeals of the decisions made in the lower trial or appellate courts.

A court opinion is a statement announcing the court's decision after a case is heard. Opinions include a summary of facts, overview of applicable laws, the rationale behind the court's decision, and a judgment.[1]

HIGHLIGHTS
  • State supreme courts issued 6,722 opinions in 2023.
  • The West Virginia Supreme Court issued the most opinions (528) in 2023.
  • The Oklahoma Court of Criminal Appeals issued the fewest opinions (22) in 2023.
  • Supreme courts in Delaware, Pennsylvania, West Virginia, and Texas regularly end the year as some of the country's most active courts. Collectively, they accounted for 26% of all opinions issued in 2021 and 2022, and 27% in 2023.
  • State supreme courts issued 7,423 opinions in 2022 and 8,320 opinions in 2021.
