The North Carolina Municipal Electric Facilities Amendment, also known as Amendment 4, was on the ballot in North Carolina on November 8, 1977, as a legislatively referred constitutional amendment. It was approved. The measure permited municipalities that own or operate electric generation, transmission or distribution facilities to own, operate and maintain generation and transmission facilities with any person, firm, association or corporation engaged in the generation, transmission or distribution of electricity in the state. The measure also issued revenue bonds to finance the cost of the ownership share of the municipalities.[1][2]
