Frank H. McCartney was a district court judge for the 19th District Court, which presides over Bracken, Fleming, and Mason counties in Kentucky.[1] He was appointed to the court in January 2013 by Governor Steve Beshear (D) to fill the vacancy created by the resignation of Judge W. Todd Walton II.[2] McCartney died in January 2017.[3]
Biography
McCartney received both his undergraduate degree and his J.D. from the University of Kentucky. Prior to his judicial appointment in 2013, McCartney served as an assistant attorney for Fleming County and was a partner at the law firm of Suit, McCartney, Price, Price and Ruark in Flemingsburg, Kentucky.[2][4]

General: He defeated Steven Royse Zweigart in the general election on November 4, 2014, receiving 54.9 percent of the vote.
