The Virginia Constitutional Amendment No. 2, also known as Amendment No. 2, was on the ballot in Virginia on November 7, 1972, as a legislatively referred constitutional amendment. It was approved. The referendum changed the Virginia Constitution to define "city" as any incorporated community that became a city (as provided by law) before noon on July 1, 1971.[1]
