Tricia McManus is the superintendent of Winston-Salem/Forsyth County Schools. McManus was appointed superintendent on February 23, 2021. McManus' previous career experience includes serving as the school district's interim superintendent, as a deputy superintendent with the school district, and as an assistant superintendent with Hillsborough County Public Schools in Florida.[1]

Past superintendents

  • Beverly Emory was the superintendent of Winston-Salem/Forsyth County Schools from 2013 to 2019. Emory's previous career experience included working as the superintendent of Pitt County Schools in North Carolina.[5][6]

School board

The Winston-Salem/Forsyth County Board of Education consists of nine members elected to four-year terms. Three members are elected at large and six members are elected by district.[7]

Members of the Winston-Salem/Forsyth County Board of Education are elected to four-year terms. Elections are held in November.

A general election was scheduled for November 8, 2022. A primary election was scheduled for May 17, 2022.

Public participation in board meetings

The Winston-Salem/Forsyth County Board of Education maintains the following policy on public testimony during board meetings:[7]

F. Public Participation at Board Meetings. The Board recognizes the importance and value of hearing from members of the community as to issues or concerns related to the Board of Education or the school system in general. The public shall be allowed to make comments during the regular Board meeting on the fourth Tuesday of each month. The public comment period is intended to provide an opportunity for the Board to hear varying points of view about matters of public school business and not a time to make personal attacks, resolve individual grievances, or engage in disruptive behavior.
1. Recognition of Speakers. Any individual who is interested in speaking at a regular meeting of the Board should sign up at the appropriate time and may be asked to provide their name, address, email address and, if speaking on behalf of a group, the name and identity of the organization or group. Speakers who sign up to comment during the initial public comment period will be restricted to commenting on matters that appear as either a discussion item or action item on the agenda. Speakers who sign up to comment during the public comment period at the end of the meeting should comment on general school-related issues that do not appear on the published agenda; this portion of the meeting shall not be televised.
2. Time Limits for Speakers. A speaker shall be allowed three minutes to make a presentation to the Board of Education. Speakers may not donate or waive their time in order to allow another speaker to exceed the allotted time. If a large number of people have signed-up to speak, the Chairman may reduce the time for individual speakers and/or limit the public comment period to 30 minutes. These time limits shall be strictly enforced.
3. Manner of Speech. People with complaints about an application of board policy, a matter involving school personnel, a decision impacting their individual student, or condition of school facilities shall to first seek redress with school system administration and/or use the appropriate grievance procedure, Policy 4135.4 or Policy 5145, before addressing the Board. Speakers may offer criticism of school system programs, operations, district administration, or members of the Board of Education, however, personal attacks against named school staff members and students will not be allowed. In addition, obscene, abusive, defamatory language, or conduct that violates Civility Policy 1170 and other disruptive conduct shall not be tolerated.
4. Board Response to Comments. Board members may ask clarifying questions of speakers, but there will be no general discussion of any items presented by speakers. The Board shall take no action on any matter presented by a speaker, however, the Board may take one or more of the following actions in response to comments:
a. The Board Chair may direct the speaker to an appropriate school system official who may be able to address the speaker’s concern;
b. The Board may also elect to place a matter on a future agenda for discussion; and/or
c. The Board may accept the comments as the speaker’s opinion.[8]
