Gabriel Orosco is the at-large representative on the El Rancho Unified Board of Education in California. He was first elected to the board in the general election on November 3, 2015.[1][2]

Orosco was the target of a recall effort in 2016. He was targeted for recall along with fellow board members Aurora Villon and Jose Lara after community members disagreed with the board's decision to convert a closed elementary school into a magnet school. Orosco and his fellow board members said they were surprised by the recall effort and the pushback on the magnet school.[3] The effort was abandoned when supporters did not meet the petition submission deadline.[4]

Opposition

Two of the five seats on the El Rancho Unified School District Board of Education were up for general election on November 3, 2015. The election was held at large.[5][6] The seats held by incumbents Delia Alvidrez and Alfred Renteria were on the ballot.[7]

Alvidrez did not file to run for re-election, ensuring at least one newcomer would join the board. Renteria ran against five challengers: Raul Elias, Victor "Coach" Gonzalez, Teresa Lugo Merino, Gabriel Orosco and Arlene Perez.[2] Renteria lost his bid for re-election, and Merino and Orosco won the two board seats.[1]

At the time of this election, the Los Angeles Registrar-Recorder/County Clerk did not publish school board candidate campaign finance reports online. Ballotpedia staffers requested this information, but the only free method of viewing the files was at their office.

The Los Angeles Registrar-Recorder/County Clerk targeted the end of 2018 to make school board candidate campaign finance reports available online for free. From that point forward, Ballotpedia began including campaign finance data for Los Angeles County school board candidates.[8][9][10]

The first campaign finance reporting deadline was September 24, 2015, and the second one was October 22, 2015. If candidates raised or spent more than $1,000 from a single source, including their own funds, between August 5, 2015, and November 2, 2015, they had to file a campaign finance report within 24 hours.[11]

Campaign themes

2015

Orosco highlighted the following issues on his campaign website:

Collaboration:
I will bring a positive attitude of cooperation, integrity, and a resolver of problems.
I will build relationships based on the ideal of trust and understanding.
I will foster a pro-active team approach by modeling and promoting collaboration amongst all of our stakeholders.

The district should function on the philosophy that we are one team. It is imperative that we work together to create a vision we can all follow and to problem solve collaboratively. Our relationships amongst each other shall be built on the ideal of trust. We must all come to the table and focus on the task before us - making El Rancho as great as it should be. The Board will demonstrate cooperation without discord in order to do what is best for our students and the district.

Transparency:

I will continue to foster and promote the district to remain transparent with all fiscal activities.
I will continue to espouse the idea that all stakeholders are privy to the financial operations of the school district.
As a board member I will remain approachable and maintain open lines of communication with students, parents, teachers, administrators, the community, and my fellow board members.

The school district will foster careful deliberations in its financial planning and be in constant communication with school administrators and amongst each other in its decision making.

Facilities:

I will continue to promote the idea of bringing our school facilities into the new millennium.
I will continue to foster the idea of utilizing the latest and innovative technological tools to empower our students to success. [15]
