The Louisiana Lottery Dedication Amendment, also known as Amendment 4, was on the ballot in Louisiana on November 3, 1992, as a legislatively referred constitutional amendment. It was defeated. It proposed to dedicate a portion of funds raised by the lottery to finance a health insurance program.[1][2]
