The Nebraska Prohibit Federal Firearms Restrictions Initiative was not on the November 4, 2014 ballot in Nebraska as an initiated state statute. The measure would have prohibited federal, state or local government officials from enforcing any federal laws, rules or regulations concerning the ownership or registration of firearms enacted on or after July 1, 2013.[1]
Background
In 2013, Sen. Charlie Janssen (15) introduced Legislative Bill 451, which would have made any federal law, rule, regulation, or order effective on or after January 1, 2013, unenforceable in the state if it banned or restricted ownership of semi-automatic firearms or magazines, beyond what Nebraska already restricted at the time, or required firearms, magazines or other firearm accessories to be registered beyond then current Nebraska law.[2] That measure was indefinitely postponed on April 17, 2014. Firearm advocates based their initiated measure off of Sen. Jassen's bill.[3][4]
Support
My Rights Nebraska also supported a Voter ID initiative.[6]
Path to the ballot
In order to qualify the proposed initiated statute, supporters were required to collect valid signatures totaling a minimum of seven percent of registered voters by July 4, 2014. The exact number was based on the number of registered voters on that day. In addition, signatures needed to be collected from five percent of the registered voters in 38 of the 93 Nebraska counties.[7]
Secretary of State John Gale (R) said that only one initiative for 2014 - the Minimum Wage Increase Initiative - submitted signatures.[8]
